Not only does it count but bonus points to boot. Just look at it like you were trying to alert the police about their drinking and driving. Definitely a public service on your part.

I can’t take credit for the idea. One of my trucking buddies told me he did it so I did it in traffic one day and I think we both got a kick out of it haha

We had a driver that used to give the arm pump to other drivers for our company. First time he did it to me it caught me off guard but I couldn't resist.
Actually had 2 separate instances this week! Monday in NE Iowa driving some 2 lane country roads had 2 motorcycles coming towards me pumping their arm. Then today it took me a little longer than I'd prefer (probably about 2 minutes)to pass a geek squad box truck that suddenly found their accelerator when i was on their side on I35 in Central IA. Had a car come up quickly and get stuck behind me and when I got back over I expected to get flipped off. Instead I'm greeted by a lady sticking her head and arm out the window, probably mid 60s, pumping her arm. Couldn't help myself. She had a huge smile, gave me a thumbs up and then I seen the little kid in the carseat in back super excited.
I had the same car get me 3 times on the same trip back from KC last year I believe. Same thing every time lady driving well over the speed limit. Slow down to pace me just past my hood, back window rolls down and barely see the kids hand.
A couple nights ago coming out of California, I was east of Sacramento but before Auburn. The sun had set and it was pretty dark out. The four lanes of traffic was necking down to two and then merged into one lane after a couple miles. It was bumper to bumper traffic creeping at 3 to 5 mph.
As the two right hand lanes were coming into the lane I was in (2d from left), I caught a movement and there were two young boys partway out the window doing the arm pump. I gave them what they wanted. Their dad went up a bit further before merging and a couple more trucks honked their horns. It's been a while since I have seen any arm pumps.
