Lobbying in DC is a huge task. For 8 years I was involved for an organization. I can give you alot of info how they ran things if you want, it will be very long.
There is a a up and coming app called truck parking club that have contracted with mom/pop small stops. Your payment is done through the app. It is my understanding policing it is contracted to local towing companies. I used it once in TN and seemed to work ok.
Truckers have 1 friendly congressman in office right now that i know of. He and his brother own a mid size trucking company so he can be a great resource. I have spoke with some of his staff locally and in DC and they are very receptive to information.
Operating While Intoxicated
Another issue is we have several different organizations that do some lobbying such as OOIDA , western states trucking assoc, ca trucking assoc plus several more. Seems the only one I have seen to have much succuess in DC has historically been the ATA. They represent overall the smallest group of drivers on the road, but have the right ears in DC.
OOIDA is an international trade association representing the interests of independent owner-operators and professional drivers on all issues that affect truckers. The over 150,000 members of OOIDA are men and women in all 50 states and Canada who collectively own and/or operate more than 240,000 individual heavy-duty trucks and small truck fleets.
The mission of OOIDA is to serve owner-operators, small fleets and professional truckers; to work for a business climate where truckers are treated equally and fairly; to promote highway safety and responsibility among all highway users; and to promote a better business climate and efficiency for all truck operators.
Cause the ATA represents the megas.

Have a group of resources for drivers. Honestly prime does most of the things i can think of. Discount programs to doctors, prescriptions, hotels, mental health zoom calls... nutritionists... physical fitness, rental cars.
Maybe some kind of parking pass... think... 50% of walmarts dont allow parking. 70% of mom.and pops went out of business during covid. Find mom and pops who are willing to let our members park. Diners, hotels, sell a monthly parking pass to our members, then the business give a discount to our members and allow them to park. The businesses make money.. we make money. Drivers save by not paying TA $20 a night to park.
Grocery stores. Lots of smaller grocery stores can't compete with walmart. Even if they can price wise, the brand sells.
I'm stuck on the parking cause i sucked at backing so badly that i paid $60 per week to park in the easy spots.
