#1, CDL portability: no problem. Take your current paperwork to the new state DMV , they will get you a local state CDL. You will still have to pay those state license fees, but no new tests.
#2, DOT physical: Physicals are done under FMCSA regulation, not Federal law. The Pres doesn't get involved, your friend is misinformed. If you are going to a new company, you'll probably get a new physical anyway.
There may be an issue if addresses on your paperwork done agree.

What Does The FMCSA Do?

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
If you have a Hazmat endorsement you may be required to redo it. Check with Texas for their rules.
When I moved from AR to MO I was required to redo my Hazmat endorsement in MO. Had to go through the expense and time to get another TSA background check and take the Hazmat written exam in MO.
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

Hi all,
I currently have my CDL A from the state of Louisiana. I am planning on moving to the state of Texas some time next year and I was wondering if there are any requirements regarding moving a CDL from one state to another, or if it's just a simple transfer.
Also, a friend of mine recently told me that the President passed a law saying that you have to get your DOT physical done in the same state you have your license in. So for instance, if I wanted to get my physical done at my company terminal in Fargo, that is no longer admissible. Have you guys heard of this?

A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.

Dispatcher, Fleet Manager, Driver Manager
The primary person a driver communicates with at his/her company. A dispatcher can play many roles, depending on the company's structure. Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.
