From the looks of things I don’t think it’s a official gov’t run database but someone offering a service for state agencies and employer’s for reference. The state motor vehicle license database is the one that should be used for any type of enforcement action.
What was telling to me is this database does not include any violation history.

Actually its a mutual state run thing, similar to AASHTO* (American Association of State Highway Transportation Officers). The states coordinate that "one license at a time" thing through the CDLIS which is run by the AAMVA
I agree, it probably doesn't keep track of violations and accidents.

New driver here. Does anyone here have experience waiting on the federal CDLIS database to update from a DMV change?
I'm currently put out of service at a weigh station due to my commercial license status showing up as "Eligible" instead of "Licensed" when the DOT run my license # through the CDLIS database. There's absolutely no problems with my license, my med card, or my clearinghouse; this was just an error on the DMV's part. I already called my DMV and talked to several people and, according to them, they have updated my status to "Licensed" but told me that it may take 24-48 hours to show up. It's been 2 1/2 days now and is still showing up as eligible. Does anyone know how long it can typically take for the database to update after being sent new information from a DMV? They told me 24-48 hours but a Google search says up to 10 days. Just wondering if anyone has any prior experience in a similar situation.
