Get an attorney pronto, and make sure it is a good one familiar with defending truck driving accidents.
Steven, I can tell you that they are not after your brother in law. They are going for the trucking company he worked for, and they are going to have both barrels loaded to prove that he wasn't trained properly and therefore their client is owed millions from the trucking company who failed to give due diligence to the training of their employee. That's the case in a nut shell, and it's a nut that is easily cracked by the right attorney.
What Old School said is true but also know that the entire case will more than likely be dragged out over several years dealing with that type of money. Might have to take more than a few trips to Minnesota for the case. But yes get a lawyer that is legal to practice in Minnesota. There are 3 sides to this case now. The injuried parties, the trucking company and that driver.
Be warned though if the trucking company is able to prove their defense and prove they gave the driver proper training then the guy he hit and that persons insurance company will come gunning for your friend through civil courts.

Hi everyone. My brother in law is a trucker who recently lost his job after an accident. Someone decided they wanted to try and dart past him as he was changing lanes and they went right into his blind spot, causing the accident b/c he could not see them.
The company he was with let him go b/c the state police put him at fault without doing any real investigating into what happened.
This was about three weeks ago. He's since gained employment with another company, but he just got notification that he is to appear in court in August. We all live in TN. The court is in Minnesota. They don't know why they're to appear in court, no one will tell them, all they know is that it's in criminal court.
Any advice for the poor guy?
