I had to get the exam before a permit was issued. Why give out a permit if someone is disqualified? Call your DMV not the company, they have the final say.
so to be safe i should call dmv and ask them. but to exact call the company(knight) to verify what is needed/ whats not needed.

In Colorado, I had to have my DOT medical card in order to get my CDL permit. For me anyway, the cost of the physical was part of my school tuition. So, the state paid for my tuition which included the cost of the physical and drug test, the school issued me a voucher to take to their physician, I went and took the physical and the the physician billed the school. To drive during school, I had to present my permit and medical card to each instructor, every single time I had an instructional period behind the wheel. Once I got my CDL and then the job offer from Con-way, they had me come in, accept the (contingent) offer, and then I had to go straight to their doctor for a physical, their drug test, and a new DOT medical card.
In Colorado, we truckers have to call it our "medical card" because here, a "med card" is something completely different . LOL.

The way I read that, in North Carolina you can take the written tests to get your permit without a medical card. When you go to get your actual plastic CDL card after passing the driving test ("original application" means for your full CDL-A, not just a permit), you will need the medical card. I asked the nice lady there (talk about thankless jobs!) whether I would need a medical card before taking the written tests for a CDL learner's permit. The answer was no, but you will need it before they issue your CDL-A.

Not sure if yall are from the same state or not but if so then that is great but remember each state does it differently from the others. Some states you have to have the dot physical card before the permit and some you don't. Best to double check it for yourself so you are not scrambling towards the end to get everything done.
