They will not even let you into the test room until you have had your prints taken (which requires getting a reference # for applying too get them) then being printed, then waiting roughly 2 to 3 weeks for a letter to come and say "yes or no " to your prints being run. On top of all that, unless you have your med card up to date, to prove that you are capable of transporting a load you will not be able to test.
Yes, just sit for your hazmat endorsement test first. Once you pass then you will need to be fingerprinted afterwards. Ohio's fingerprinting fees were $89.25. The results can take 21+ days before you receive your clearance. Once you receive clearance, then go back to BMV to have hazmat endorsement added to your license.
So I have my Illinois PERMIT with tanker and I'm wanting to just go ahead and get EVERY endorsement so I'll have no limits as to what I can drive.
Do I need to do my prints, and all the hazmat stuff just to take the written? Or can I go ahead and take it and just not actually get the endorsement until its all done?

Here in Florida when I did my initial one - they wouldn't let me sit for the test, or do fingerprints - until I had my full CDL/A in-hand (not the permit). Then I sat for the test - printed after passing, and waited for my prints to come back.
Since I already had a TWIC card - my stuff came back in a little over a week (same agency that does TWIC backgrounds, does the HM ones).
If they will let you apply for the HM with just a permit - go for it. TSA is kinda backed up at the moment (took me 12 weeks to get my TWIC renewed recently) - so it may take awhile to get your BG check back.

I'm just telling you how they ran (run) things here. I applied for prints on web site and got a confirmation #, Then went to DMV got printed and had to wait for a reply. OOPS, your prints didn't read right come back and redo! Went to redo, OOPS!, we can't find you in the computer, you'll have to get a new #. New Confirmation # given after talking to a very nice TSA agent, (The confirmation # that you get is only good for 90 days, after that if you are not totally all done in process you are kicked out of the computer) Back to DMV reprinted and back to waiting for letter of OK. Study for Hazmat test, through this site, while waiting for letter. TSA says I'm cleared, go to DMV to take test, the same day I took my DOT physical, figure I'll kill two birds with one stone. DOT test comes up with possible COPD, (will have to get tested else where) med card put on hold. I go to DMV for Hazmat test (Feeling Awesomely Confident) sorry but if you don't have your med card we can't let you test. CRRRAAAAAPPPP!! Just got my card last week, 89 out of the 90 days they can hold it, (testing, then report to be given to the, right person). NOW I can re-study because I have lost some of the facts and finally take the test. ( I hope there isn't a time period between printing and taking the test).
