I may be wrong....but I think they are telling you the Randmcnally 720 GPS and of course the atlas as another tool

2015 Deluxe Motor Carrier's Road Atlas
Not sure what, if any, updates there have been. But at around the same price (maybe $5 more) as the 2014 version I see no reason not to get it. As far as carriers giving them out, I think some do but I have heard they are usually the paper, non-laminated editions. I'm sure it varies by company, maybe current drivers can recall what they were issued.

I ordered the 2015 Rand McNally's deluxe motor carriers road atlas , spiral bound laminated pages off eBay for $37.99 free shipping & no tax, received in about 4 days, was the best price I found about 3 weeks ago
I have the Rand McNally TND 720 and it does just fine for me. Of course, I also use Google Maps for the satellite views and, when necessary, I have an atlas for back-up.
First spend the money for the large Rand McNally laminated Atlas. It will be good for at least 5 years.
I have tried every GPS on the market. Yes I mean I have actually bought them and used them. By far my favorite is Rand McNally 720. The 520 is just as good but I like the bigger screen. It has more options than any other GPS.
For a while(5 days) I ran the 720 and Garmins new 7 inch GPS side by side at the same time. Routing was good for both of them which I expected it to be but finding stuff along the route was a pain with the garmin. The 720, depending on your search parameters, finds every thing you want along your route. There were a few time I would do a search around my truck while sitting in a small truck stop. The Garmin said the nearest truck stop was 20 miles away and did not even show the truck stop I was in. Mean while not only did the 720 find the truck stop I was in but 3 others within 10 miles of my current location.

I use a Rand McNally GPS and Atlas. I just picked up a new atlas.
One time in Ohio I was leaving a shipper and was being sent to another strange place. There was construction on the truck route, and a lot of NO TRUCK roads. A driver gave me some directions to get going the way I needed... well... guess what, that way the road was closed. Before I knew it, I was pretty much lost.
No cell phone signal. No GPS signal. Couldn't use the Qualcomm , cell phone, or GPS.
So, I pulled out the ATLAS! (GASP!)
It was a crazy 100 miles or so through some small one-road towns, narrow shoulder-less back-roads, and a maze of NO TRUCK streets, but it did the job!
The GPS will ask you to go the "long way" sometimes, so it helps to know where you're going and not rely 100% on the GPS, but, I use mine for weather, traffic conditions, and on-the-fly alternate routes. It takes some finessing to get it to work right sometimes, but has helped me a bunch. Also the traffic service and weather relies on wifi, and the traffic is 20 bucks a year.
The customer who is shipping the freight. This is where the driver will pick up a load and then deliver it to the receiver or consignee.
