Recently was told by employer that I didn't need a Bol or manifest for items in trailer, I disputed it and refused to pickup merchandise. Was I wrong ?Could anyone tell me where in regulations to find the ruling on this so I can produce the information for employer. Thx for any replies

I was in shipping for 18 years and NEVER allowed a box, let alone an entire truckload to leave my warehouse without documentation. How does your employer know you had anything on the truck if there is no paperwork to back up your story? How will you get processed at the weigh station with no paperwork? I think you did the right thing.

How does your employer know you had anything on the truck if there is no paperwork to back up your story? How will you get processed at the weigh station with no paperwork? I think you did the right thing.

My thoughts exactly, would you know where in regulations to find information on this ?

ยง 373.101: Motor carrier bills of lading.

Every motor common carrier shall issue a receipt or bill of lading for property tendered for transportation in interstate or foreign commerce containing the following information:

  • (a) Names of consignor and consignee.
  • (b) Origin and destination points.
  • (c) Number of packages.
  • (d) Description of freight.
  • (e) Weight, volume, or measurement of freight (if applicable to the rating of the freight).

Consignee:

The customer the freight is being delivered to. Also referred to as "the receiver". The shipper is the customer that is shipping the goods, the consignee is the customer receiving the goods.

CSA:

Compliance, Safety, Accountability (CSA)

The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle

FMCSA:

Federal Motor Carrier Safety Administration

The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.

What Does The FMCSA Do?

  • Commercial Drivers' Licenses
  • Data and Analysis
  • Regulatory Compliance and Enforcement
  • Research and Technology
  • Safety Assistance
  • Support and Information Sharing

DOT:

Department Of Transportation

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

Interstate:

Commercial trade, business, movement of goods or money, or transportation from one state to another, regulated by the Federal Department Of Transportation (DOT).

Fm:

Dispatcher, Fleet Manager, Driver Manager

The primary person a driver communicates with at his/her company. A dispatcher can play many roles, depending on the company's structure. Dispatchers may assign freight, file requests for home time, relay messages between the driver and management, inform customer service of any delays, change appointment times, and report information to the load planners.

Also has to do with Hazmat , a BOL will state on it "Non Regulated" to show your not carrying Hazmat .. with Tankers you need paperwork even when your empty stating "Residue Last Contained" or a certified "Cleaned and Empty" receipt from a Clean Station..

HAZMAT:

Hazardous Materials

Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations

I carry blank bills for just the event cause i have heard of that before. And yes i would absolutely refuse to take a load with out proper paper work.

Costco is one of our big customers and when I haul a shipment from their DC to a store/s they don't use BoL's. I have to fill out a blank one myself. It is purely to have something to show DoT if they stopped me. Everything else is done by computer. I don't need to scan anything after delivering to get paid.
