I use the first aid grade alcohol (93%) in my personal vehicle and haven't seen any issues. It melts the windshield ice fast and wont freeze in the tank. It froze in the tank once damaging the pump and putting a halt to my travels in the wintry conditions, so ever since then, I put about half a bottle alcohol to a whole bottle of cleaner. That mechanic is full of BS since pretty much all window washer fluids contain some type of alcohol, usually methanol as methyl ethyl or wood grain alcohol, both of which are more corrosive than rubbing alcohol (isopropyl alcohol).
Also they make those little 12v car heaters, get one of those and put it there blowing on the icy spot maybe?
I think about this as there must be a lot of air, cold cold air, hitting that one spot to keep it freezing. Perhaps one could "adjust" the bug guard or even make one that would change the airflow a bit and help.
Frequent applications of rain-x, as mentioned will also help, might even be the cure.
