No company will hire you for otr but you might be able to get a local driving job because its a federal regulation that you can't cross state lines in a cmv until you are 21 but you can drive a cmv within the state you reside in

Some companies will pay you back a portion or all of what you paid 4 training. Mostly it's Company-Sponsored Training that do this but some others will too.

A Company-Sponsored Training Program is a school that is owned and operated by a trucking company.
The schooling often requires little or no money up front. Instead of paying up-front tuition you will sign an agreement to work for the company for a specified amount of time after graduation, usually around a year, at a slightly lower rate of pay in order to pay for the training.
If you choose to quit working for the company before your year is up, they will normally require you to pay back a prorated amount of money for the schooling. The amount you pay back will be comparable to what you would have paid if you went to an independently owned school.
Company-sponsored training can be an excellent way to get your career underway if you can't afford the tuition up front for private schooling.

Unfortunately you won't really have much luck finding work until you turn 21 and even then there will be a smaller subset of companies that will hire you. A number of companies require you to be anywhere from 23-25 years old. But there are enough that hire 21 year olds that you'll have no problem finding work.
But that's gonna be the place to start. Narrow down the companies to ones that hire people at 21. Then compare them based on home time, pay, benefits, types of freight, and equipment and go with the one that suits you best.
