That link might not work but thats the site you want anyway. A lot of those companies require experience, some of them require you to lease or o/o. Leasing or buying a truck just because you want dogs hanging around is a terrible idea and you shouldnt consider it for that reason.

Hey everyone,
I'm looking for an OTR company that allows for my two dogs. They're small, and less than 30 pounds between the two, but whenever I contact a company they come back with being allowed only one dog.
I'm not here to complain, I'm just here to find some help. If anyone out there knows of any companies that allow 2 dogs, I'd appreciate a comeback.
