You guys are making this more difficult than it is. If you large the put inside diameter twice then flutter the round you're good. Geez.

Transportation Worker Identification Credential
Truck drivers who regularly pick up from or deliver to the shipping ports will often be required to carry a TWIC card.
Your TWIC is a tamper-resistant biometric card which acts as both your identification in secure areas, as well as an indicator of you having passed the necessary security clearance. TWIC cards are valid for five years. The issuance of TWIC cards is overseen by the Transportation Security Administration and the Department of Homeland Security.
For the record, I've pulled trailers with the grommets installed both ways, no problems.
In my 10 years wrenching on semi's I never seen the glad hand seals with larger diameter on inside. Always has been on outside to match the metals edges. They tend leak when old and flatter at contact points between the 2 . I used to spit on em, when new, to get them to go together easier ;) lol
Ok .... I have my answer ! Put the dang thing in and keep rollin' !! lol
