I've been going through the high road training program and finished it twice and as well have been practicing on multiple android apps that provide information as well. I'm currently sitting at the greyhound station heading to Missouri and had a question though.
Are the tests variable or do they all cover the same information? I'm going to have to take the missouri test is why I'm asking.

Not quite. I studied HRTP and took the Mississippi test. Much was almost the same, some were different but I recognized the point of the questions. However, one or two Mississippi questions were not covered on the HRTP.
But, bottom line, I passed the tests on the first go-round.
We explored this question when we first built the High Road Training Program a few years back and explored it again very recently. The CDL manuals are about 98% identical. A few states will have one or two little tweaks of their own but they're insignificant overall to your scores on the tests and the knowledge you'll need out there.
If you went through the High Road twice you're going to fly through any exams that the state or your school puts in front of you without any problems. I wouldn't give it a second thought.

A pre-trip inspection is a thorough inspection of the truck completed before driving for the first time each day.
Federal and state laws require that drivers inspect their vehicles. Federal and state inspectors also may inspect your vehicles. If they judge a vehicle to be unsafe, they will put it “out of service” until it is repaired.
A CDL is required to drive any of the following vehicles:
A written or electronic record of a driver's duty status which must be maintained at all times. The driver records the amount of time spent driving, on-duty not driving, in the sleeper berth, or off duty. The enforcement of the Hours Of Service Rules (HOS) are based upon the entries put in a driver's logbook.
A vehicle with two separate parts - the power unit (tractor) and the trailer. Tractor-trailers are considered combination vehicles.
Refers to pulling two trailers at the same time, otherwise known as "pups" or "pup trailers" because they're only about 28 feet long. However there are some states that allow doubles that are each 48 feet in length.
