I was running I-5 this week, saw a bunch of 4-way flashing trucks crawling over the shoulder, some are allowing the faster traffic to go by, the others are PASSING another 4-way flashing truck, you got it, FROM THE SHOULDER!
My Q is, is it what those shoulders designed for? Will that manuveur lead to a citation? 10/4!
I'm curious about that too. I was there a few weeks ago and saw the same there and in California. I stayed in the far right lane unless passing a slower truck.

They are for the slower trucks to get over so that they don't hold up traffic. They are not intended to be used as a passing lane. So if the drivers using it as such had been caught, they would have gotten a traffic ticket for passing on the shoulder. At least that is what I was told years ago (I was born/raised in WA/OR).

Slower traffic needs to be using the shoulder on those grades. They're super wide like that for traffic to use so no one is holding up traffic. Drivers pass each other on the shoulder as a way to tell you to move over.
