If their phone doesn't go immediately to voice mail, it's probably because they're away from their desk. Recruiters spend most of their time actually on the phone, talking to candidates who've left messages or filled out online applications. The best advice when dealing with recruiters is just leave a message, make sure you include your phone number and a good time to reach you, and keep calling every couple three days until you get a call back.
