VT law is that those speed limits are in effect whether or not the work zone is active.

When I was a teenager I was ticketed in a non active work zone. Cop said unless it says when workers present or something similar, then obey the posted work zone speed limit.
They have this on the I-40 freeway between Calif and Arizona a LOT! and it's as posted , slow down to 35 then back up gradually upon exiting the area. Can be a PITA in middle of the night and you're the only 1 around lol......One day they might actually finish! I don't take no chances in my 4 wheeler there and keep it whatevers posted CHP loves giving tickets, since california's so broke hahahaha
I was in traffic court once and the car in front of mine was a woman who was speeding through a construction zone. The barrels were out, the normal signs blocked, but no construction crew was present, and construction had not yet started. (Gotta love when they finish and don't remove the signs) She got out of the ticket, but had to still pay court costs. Like you said, better safe than sorry. I mean unless you don't mind going to court and pleasing your case.

My thoughts exactly. When in doubt...it's always better to be safe then sorry & facing your employee with a traffic citation that could have easily been avoided.

That is exactly what I am saying. There are several reasons that workzones have a lower speed limit other than just workers there. Things such as lane shifts or narrow lanes come to mind.
